REPORTS TO: Program Manager

AUTHORITIES / RESPONSIBILITIES:

  • Manages all aspects of the planning and execution of the paint subcontractor to ensure tasks are carried out in accordance with the subcontract agreement.
  • Principal point of contact for the paint subcontractor and final approval authority of subcontractor payments and change notices
  • Ensures that the paint coatings processes are carried out to contract requirements and on plan and to budget.
  • Leads the paint Project Coordinators assigned to the construction projects. Focuses the sequencing of work and monitors progress against the baseline schedule and budget
  • Attends weekly Project Team meetings to review and report on progress against the baseline schedule, critical path, and budget; procurement status; project risk; resource requirements; subcontractor issues; review of corrective actions; and general business.
  • Identifies and manages project coatings specific risks.
  • Monitor all coatings specific labor and material budgets, forecasts, and actuals; and liaises with the Program Manager, Project Manager, Material Program Manager, Program Engineer, and other project stakeholders throughout the project on any cost or schedule issues.
  • Monitor all coatings schedules and resource plans and resolve any abnormalities with the Project Managers.
  • Monitor the subcontractors’ compliance to housekeeping standards, PPE and safe behavior and assign housekeeping responsibilities, as appropriate, to ensure a safe working environment.
  • Liaises with the facility maintenance team to ensure that the paint facility is well maintained and ensures issues are managed to completion promptly
  • Ensure a smooth interaction between all Departments and external contractors and resolve any conflicts that may hinder the construction schedule.
  • Supply input to all contract changes affecting construction and manage efficient shipboard incorporation of approved changes.
  • Maintain and manage lessons learned and proactively drive efficiencies into the paint coatings execution to mitigate cost and schedule
  • Ensure pre paint module preparedness for each paint milestone and manage/maintain applicable readiness review checklists with the Project team to ensure the modules are ready to be painted
  • Monitor paint quality standards.
  • Establish and maintain effective working relationships with onsite customer representatives and counterparts.
  • Manage direct report compliance with Austal procedures and employee handbook.
  • Identify and support program management in resolving instances of Loss, Theft, Damage, or Destroyed CFE/GFE.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • Bachelor’s Degree in Project Management or Engineering Technology and 6 years managing a blast and paint facility including final vessel paint on the ship ways/ drydock and waterborne shipbuilding/repair, construction, manufacturing or industrial projects required
    • 10 years of experience in managing a blast and paint facility including final vessel paint on the ship ways/drydock and waterborne, shipbuilding/repair, construction, manufacturing or industrial projects accepted in lieu of above experience and has a NACE CIP level 2 qualification or better.
  • Completion of a recognised project management course with a complete understanding of the principles of earned value, scheduling is preferred.
  • Knowledge of Earned Value Management System (EVMS).
  • Proficiency in Microsoft Office Suite.

DIRECTION EXERCISED: Full discretionary authority to assign work

DISCRETION EXERCISED:  Full discretionary authority to correct and discipline, recommend pay increase, and process grievances.

LIAISES WITH: Liaise with suppliers, external contractors, Classification Societies, Flag authorities and Customers and/or their representatives as required.
