Job Description

REPORTS TO: PDSS Program Manager (PM)

                                

SUPERVISES: Ship Rider Engineers, Ship Rider Mechanics

PURPOSE:  Serve as the LCSGSS primary program management, onsite representative responsible for liaising between Austal PDSS functions and the customer to ensure efficient execution of GSS activities with respect to planning/scheduling, materials and technical documentation. Provides guidance on the execution of  activities and monitors progress according to scope, schedule and budget.

AUTHORITIES / RESPONSIBILITIES:

  • Serve as primary point of contact between Austal PDSS, program management representative (PMR) and the Navy ensuring effective communications, maintenance/modernization support and resolution of issues during availabilities.
  • Support all contracted vessels concurrently at Forward Operating Sites (FOS) and Remote Operating Sites (ROS) either underway or at different shore locations.
  • Responsible for assisting the Lead Maintenance Activity (LMA) and advising SRF (Naval Supervisory Authority - NSA) with liaison/reach back support to In –Service Engineering Agent (ISEA) and Original Equipment Manufacturer (OEM) resources.
  • Assist Ship’s Force in initial troubleshooting in the event of a HM&E system or equipment problem so that required resources can be identified and planned.
  • Coordinating with the Government PM/COR, arrange and coordinate the troubleshooting of all HM&E systems onboard the LCS-2 variant.
  • Communicate with OEM/technical experts in the event that repairs are more significant than replacement of a defective/failed part.
  • Coordinate and support the onboard Ship Riders to provide troubleshooting, casualty identification, rider rotation planning, and repair support.
  • Ability to direct all types of inspections, repairs and testing of marine equipment with a demonstrated knowledge of ship operations, reliability engineering, maintenance concepts, programs and procedures.
  • Daily interfaces with Navy representatives providing consultation and quickly responding to needs. 
  • Plans, organizes, coordinates and directs multi-disciplined project teams from various organizations.
  • Understands PDSS initiatives serving as the SME on scope of work, methods, and objectives to stakeholders.
  • Provides coordination, support and consultation to onsite Program Office and waterfront representatives.
  • Monitors waterfront (deck plate) activity and work accomplished to ensure adherence to PDSS initiatives and emergent work validations during availabilities.
  • Mitigates risk to plan progression and anticipates needs for plan progression; communicates and coordinates action plans with appropriate stakeholders.
  • Provides assistance to availability activities to include researching and resolving emergent requests/issues of PMS, spares, support and test equipment, technical documentation and training.
  • Responsible for Liaison Action Record (LAR/eLAR) management and resolution.
  • Regularly reports to Austal program management, integrated product team (IPT), and PMR the status of the availability with respect to planning/scheduling, materials and technical needs.
  • Effectively communicate the status of operations on a daily basis via written or voice communications, generate detailed reports in a clear, concise and timely manner, and provide detailed summary reports at the completion of operations.
  • Provides daily written status reports to the PMO team, ships force and the waterfront representative
  • Maintain liaison communications with the ashore Maintenance Team, specifically the assigned Government PM/COR, and the LCS crew on equipment material status.
  • Provide data on equipment casualties that occur while underway or outside of homeport / Forward Operating Site (FOS) and provide repair recommendations to the government.
  • Facilitates various, routine meetings with stakeholders.
  • Communicates with IPT any changes to the plan (revisions, corrections, resolution of issues).
  • Supports and assists with quality initiatives.

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • US Citizenship required.
  • HM&E OSR shall be a Licensed Marine Engineer and have, at a minimum, five years of marine industry repair experience, preferably managing US Navy vessel repairs
  • Five (5) or more years’ demonstrated leadership experience in shipyards, ship repair facilities or equivalent United States Navy (USN) leadership required.
  • Comprehensive knowledge of shipyard practices and operational principles of the shipbuilding process with a sound knowledge of all shipyard disciplines and support services or equivalent USN operations and leadership experience.
  • Demonstrated ability to read and comprehend ship construction drawings, schematics, technical manuals and equipment operational manuals with ability to apply the information to live system repair, maintenance and operation. Must have fundamental technical understanding of ships propulsion systems, electrical power generation and auxiliaries related to marine vessels.
  • Demonstrated knowledge and practical experience with HM&E systems and understands the relationship of systems within the design.
  • Familiarity with Fleet Modernization Programs
  • Knowledge of Navy organizational set up and the ability to interact with personnel and officers at all levels.
  • Proficient with personal computers and experienced in Microsoft Office software including Project.
  • Be 301 Craftsman qualified in accordance with NAVEDTRA 43241-Series J, PERSONNEL QUALIFICATION STANDARD FOR 3M or equivalent.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in an Engineering discipline
  • Management or supervisory roles such as Supervisor of Shipbuilding, Conversion and Repair command, Regional Maintenance Center, Navy Central Planning Activity, or Planning for Engineering and Repair Activity.
  • Experience as a Naval Supervising Authority Project Manager or a US Navy Port Engineer.
  • Home Port repair/modification experience.
  • Experience with LCS Independence class ships.
  • Project Management Professional (PMP) certification.

ADDITIONAL GUIDELINES:

  • Maintain US Coast Guard License requirements
  • Must be able to obtain and maintain Secret Security Clearance, Navy base and shipyard accesses.
  • Must be able to obtain a US Passport
  • Able to provide proof of US Citizenship to obtain US Security Clearance or CAC Card
  • Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA:

DIRECTION EXERCISED:  Full discretionary authority to manage and assign work to the ship riders as it pertains to vessel assignment.

DISCRETION EXERCISED: This individual will have subcontracting oversite and is responsible for the performance of subcontractors/vendors in the execution of work pertaining to the project.

Specific physical requirements include the following:

Must have the ability to bend, squat, stoop, crawl, and kneel. Perform prolonged standing. Ability to turn head from side to side and about the vertical axis. Ability to turn body at the waist from side to side and about the vertical axis. Lift/push/pull 50lbs – 75lbs on an occasional basis. Lift/push/pull up to 20lbs on a frequent basis. Must have the ability to climb in a safe manner (climbing as a minimum includes stairs, scaffolding, ladders, and ramps). Ability to work at heights above 12 feet while working from ladders, scaffolding and/or man lifts. Able to work at a variety of levels (example:  waist-level, eye-level, overhead). Demonstrate the ability to safely and appropriately use required tools and equipment. Demonstrate good balance while working on uneven surfaces and maneuvering obstacles. Ability to utilize personal protective equipment (hard hat, safety glasses, steel-toe shoes, goggles, respirator, safety harness, safety line, flotation gear, etc.) safely per OSHA standards. Ability to withstand cold and hot temperatures. Ability to enter 18” x 36” openings and work in confined spaces for prolonged periods of time. Able to respond to verbal and audible sounds/commands. Able to utilize adequate visual skills. Ability to fully extend the arm while reaching overhead, reaching out, reaching to the side and reaching down. Ability to perceive attributes of an object/material such as size, shape, temperature and texture by means of receptors in the hands and fingers.
