Job Description
REPORTS TO: Director of Production Control SUPERVISES: Not Applicable AUTHORITIES / RESPONSIBILITIES:
- Ensures the Company maintains EVMS compliance with federal government contracting rules and regulations which involve financial reporting by performing regulatory reviews and research
- Primary responsibility of Company surveillance as it relates to DCMA EVMS Compliance Metric (DECM)
- Responsible for Corrective Action Plan (CAP) log
- Responsible for implementation of CAP as it relates to open Corrective Action Request (CAR) data
- Responsible for weekly/monthly DECM compliance assessments on overall health of program
- Leveraging evms/scheduling/planning software tools to automate metrics and findings
- Performs operational reviews consistent with internal policies and procedures
- Liaises with various government agencies, predominately DCMA/ SUPSHIP, external audit agencies and other financial consulting organizations
- Educate and train Control Account Managers, Schedulers and EVMS Analyst on DECM and other EVMS requirements
- Responsible for Control Account Manger (CAM) training program and testing
- Manages all aspects of EVMS audits for Austal USA and its subsidiaries
- Prepares responses to SUPSHIP/DCMA or other government agency audit requests and reports as well as maintains internal management review reporting
- Determines and develops audit strategies that provide economic value to the entire Company
- Manages the EVMS compliance function of Austal USA and its subsidiaries
- Manages and coordinates all miscellaneous compliance reporting requirements involving all financial reporting
- Works with management to identify potential government and risk compliance problems
- Oversees the development of policies and procedures for areas of responsibility within the organization
- Act as a EVMS Compliance Champion for the organization and work to promote a culture of compliance throughout the organization.
- Monitoring for changes in, and making recommendations for improvements to comply with laws, rules, regulations, and policies that govern business activities in your department or subject area.
- Assist in compliance risk assessments and risk reporting in accordance with the Company’s risk assessment program.
- Developing, providing, and documenting compliance training, as applicable.
- Compliance monitoring, surveillance, and auditing efforts, and assisting in investigations of suspected compliance violations.
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
- Bachelor’s degree (BS/BA) or equivalent required
- 7-10 years in support of manufacturing in compliance, EVMS scheduling, material program planning or audit related experience
- Minimum of 5 years’ relevant work experience in the Federal contracting industry
- Strong knowledge of 142 EVMS Test Metric Specifications.
- Experience with government compliance issues required, especially with DCAA/ DCMA/SUPSHIP
- Experience external audit firms preferred
- Ability to build strong relationships, strong written and verbal communication skills to effectively communicate and address questions with all levels of management.
- Must work with a sense of urgency and have the ability to handle confidential information in a professional manner. Can handle demands from multiple customers and has the ability to prioritize.
- Ability to work collaboratively with multiple teams/organizations with attention to detail and strong organizational skills. Excellent attention to detail, organization skills a must.
- Strong computer proficiency and technical aptitude to utilize MS Word, Excel, and PowerPoint.
- Experience with EVMS/Scheduling tools, preferably Empower and Primavera.
- Experience with Enterprise Resource Planning (ERP) systems, preferably IFS.

LIAISES WITH: All departmental personnel throughout the organization to include Senior Leadership. Auditors, Finance Team, CAMs, Controller, CFO, DCMA/DCAA/ SUPSHIP, Corporate personnel, Compliance Consultants, EVMS, Schedulers, Planners and other Regulatory Authorities.
ADDITIONAL GUIDELINES: The ability to obtain and maintain a DoD clearance may be required if deemed necessary in the scope of your position responsibilities.
