REPORTS TO: Vice President, Supply Chain Management
SUPERVISES: Procurement staff
GENERAL PURPOSE AND SCOPE: The Senior Procurement Manager implements activities related to the procurement of all direct and indirect procurement including materials, equipment, and services, and directs the activities of buyers to maximize effectiveness, compliance, and management of those sourcing functions. This position will:
- Coordinate, implement, and lead direct and indirect procurement activities for shipbuilding activities including material, equipment, facilities services and all non-labor costs associated with new construction activities.
- Define strategies and be accountable for Cost controls (meeting or exceeding budget goals), Supplier Delivery (OTD) and Quality performance, drive improvement plans and use Supply Chain tools and processes.
- Supervise, train, motivate and evaluate direct reports, including personnel working remotely. Develop personnel to constantly improve the organizations effectiveness.
- Be the point of contact at the senior leadership level for Operations, Production, and Programs.
- Participates in the Risk Management process across the Supply chain to proactively identify risks and support mitigation planning activities.
- Lead strategic development of the Supply Chain organization to include supplier development and supplier risk management in response to current and forecasted needs.
- Identify savings and business process opportunities and lead projects with support from cross-functional team members.
- Lead the implementation of process improvements. These improvements are key to Supply Chain’s ability to drive transformational improvements for productivity, on-time delivery, and commodity strategies.
- Ensure new programs are delivered on time at the right cost to the business.
- Review and improve the appropriate metrics/KPI’s and facilitate corrective actions plans as required to ensure the site performances.
- Drive purchasing projects, including best practice deployment (demand management, master scheduling, pull flow implementation).
- Ensure that the supply chain is working in compliance with all Austal and Government regulations, policies, process and procedures.
- Work in alignment with Strategic Sourcing leadership to establish long term agreement (LTA), and Master Agreement contract management and develop and implement the Supply Chain strategies by commodities.
- Conducts analysis of program policies and procedures, develops plans, formulates guidelines, and implements new developments and procedures.
- Prepare program guidelines, status reports and presentations for executive staff.
- Manage a large portfolio of procurement responsibility including managing the supply of raw materials and driving productivity.
- Maintain strong cross-functional relationships across Programs, Strategic Sourcing, Planning and Manufacturing.
- Optimize cash flow across assigned commodities.
- Identify potential risks in the supply chain - both short term and long term.
DUTIES / RESPONSIBILITIES:
- Directs the pre and post award contracting for P2P (procurement to payables) processes to include purchase orders, delivery orders, communicating production schedule changes affecting delivery dates, enforcing those changes, and preparing required reports.
- Implement productivity initiatives, develop vendor management activities, and assist in the establishment of performance metrics to include KPIs, SLAs, and Terms and Conditions while supporting transactional activities.
- Develop annual procurement objectives and manages day-to-day priorities for the timely and efficient execution of workload. Responsible for timely performance and satisfactory quality and quantity of all assigned contracts.
- Initiate and implement improvements in sourcing processes, which result in added value to accomplish best-practice.
- Develop and use benchmarking tools to identify cost reduction opportunities and set goals. Establish processes, standards, and create and report performance metrics against those goals and objectives. Apply practical knowledge of modern direct and indirect sourcing and procurement techniques including Spend analysis, Category management.
- Holds discussions with suppliers/contractors, customers and industry representatives concerning contract pricing and other contractual matters.
- Enforces policies and business practices with suppliers. Advises internal customers regarding status of projects and other business issues.
- Assists in updating policies and operating procedures involving the integrity of the contract process and enforces compliance with guidelines contained therein.
- Executes contracts and delivery orders to meet mission, program goals requirements, and time frames.
- Ensures professional products are delivered at specified quality levels within times prescribed; ensures that required changes are properly negotiated and executed; ensures that close-outs are properly handled in a timely manner and participates in formal contractor evaluations.
- Coordinates supplier evaluation, assessments, development and continuous improvement activities (cost, quality, process, lead time, service)
- Ability to manage numerous complex procurements while meeting deadlines established in plans; ability to effectively delegate workload to staff through assignment of projects and tracking of progress
- High energy, with an emphasis on rapid change, and management courage to act persuasively and with conviction
QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:
- BA/BS degree in a related field or 12+ years of progressively responsible experience in procurement and contract administration of strategic and complex contracts
- 7+ years of experience supervising procurement professionals in a public or private sector procurement or supply chain management department
- Professional certification ISM: APP, CPM, or CPSM certification desired
- Outstanding organizational skills
- Ability to manage time across many projects at once
- Self-motivated with a strong sense of urgency, enthusiasm and commitment
- Ability to implement and administer purchasing operating standards and procedures
- Experience with advanced MRP systems: forecasting, production planning and inventory controls
- Ability to identify process improvements and implement effectively
- Must have excellent problem-solving skills and analytical skills
- Strong results-oriented mentality with a continuous cost focus; drives cost/value initiatives
- Experience managing a team and passion to drive change, challenge status quo, and develop staff to maximize individual talents and skills.
- Demonstrated ability to communicate clearly through written and oral communications.
