Job Description

REPORTS TO: Director, Business Development & Capture Management

SUPERVISES: N/A

AUTHORITIES / RESPONSIBILITIES:

  • Identify, assess and develop new ship repair & maintenance business opportunities, primarily Navy, Military Sealift Command, and Coast Guard
    • Assess customer requirements
    • Develop and execute capture plans to include preparing and presenting gate reviews to the senior leadership team
    • Lead assigned capture efforts
  • Develop and maintain relationships with current and potential customers
    • Regional Maintenance Centers
    • Operational staff N4s
    • Key PEOs (e.g., Ships, USC, IWS, SEA 21) and program offices
    • Cognizant OPNAV branches (to include N95, N96, N8, N4, OLA)
  • Execute capture process for identified opportunities
    • Prepare gate reviews
    • Manage and track status of teaming agreements and non-disclosure agreements (NDAs)
    • Support proposal development efforts
    • Manage and execute approved budget for assigned captures
  • Support strategic business development planning efforts
    • Assist in the development of long-range strategy and strategic path to develop revenue and maintain existing programs for Austal USA
    • Develop business forecasts and marketing plans to address potential market areas
  • Track the President’s budget submission process for government programs with emphasis on O&M funding, National Defense Sealift Fund and non-DoD ship repair and maintenance programs

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • At least 8 years’ business development experience in the DoD ship repair & maintenance market, to include leading and supporting capture efforts for large and complex programs.

  • Thorough understanding of the capture process.
  • Understanding of Navy, USCG & other government agency funding processes as related to ship repair & maintenance
  • Experience preparing winning proposals and leading capture efforts; formal proposal training desired.
  • Ability to lead and manage in a fast-paced and constantly changing environment.
  • Proven ability to set tasks for self and others.
  • Ability to listen to staff and customers and act appropriately.
  • Excellent communication skills.
  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
  • Desired Qualifications
    • Sales and Program Management Experience in maritime industry.
    • Technical background in ship repair & maintenance.
    • Familiarity with Navy, MSC, and Coast Guard ship repair & maintenance organizations.
    • BD experience in San Diego homeport area
  • Position will require travel on a regular basis, primarily to Washington DC and Mobile AL to support customer meetings and trade shows; some international travel to pursue new business may be required
  • Position requires a confident self-starter with the ability to work in a fast-paced dynamic environment and be adaptive to uncertainty and change.

TOOLS: Microsoft Office including Word, PowerPoint, and Outlook; familiarity with capture management tools (e.g., GovWin) desired.

DIRECTION EXERCISED: Full discretionary authority to assign work to assigned capture and proposal teams.

DISCRETION EXERCISED:

LIASES WITH:

  • External customers to include US government agencies (DoD) and commercial firms.
  • All departments required to develop compliant proposals, including but not limited to, Legal, Contracts, Production, Sales and Marketing, Design, Warranty and Service, and Projects.
  • Major subcontractors and suppliers.
  • All levels of Austal USA organization.

ADDITIONAL GUIDELINES:

  • Position will be based in San Diego / National City, CA area. Position will necessitate travel on a regular basis.
  • Candidates must meet the following employment eligibility guidelines to be considered for employment with Austal USA:

  • No felony convictions of Theft/Deception or Violent crimes within seven years from disposition date
  • No felony convictions of Drug crimes within three years from disposition date

  • Must be able to obtain and maintain a Secret Security Clearance

SALARY RANGE: Salary range depends on relevant experience.

$  112,540.   - $  164,398
