Business Partners: dotted line leadership within Programs, Operations and Engineering

GENERAL PURPOSE AND SCOPE: The strategic outsourcing program manager performs and manages all outsourcing activities of major components and modules for Austal USA.  This role encompasses the development of the outsourcing strategy, specification coordination, competitive bidding, benchmarking, negotiation, contracting and project oversite to completion.  Leads both internally and externally to ensure program success.  

Specific Job Description:

  • Lead the outsourcing initiatives for Supply Chain on specific programs across all platforms and find outsourcing partners.
  • Create a disciplined, standardized outsourcing approach for each program that capture all facets, operational, technical, financial, programmatic and commercial requirements
  • Partner with cross functional teammates, Program Management, Operations, Engineering, and Finance, as well as within Supply Chain to execute with excellence
  • Working with cross functional teammates, lead and execute the Inquiry to Order (ITO) process to scope, identify, evaluate, and negotiate all strategic outsourcing projects
  • Manage the Supplier Partner through Order to Remittance (OTR) to include subcontracting, material readiness and monitor outsource supplier partners to schedule and cost compliance.
  • Negotiate and execute to closure for the delivery of direct material
  • Understand issues and articulate needs in a way that problem solves and brings teams to consensus.
  • Prepare program reviews, status reports and presentations for programs to include the executive leadership team.
  • Coordinate activities with Supply Chain teammates to include Purchasing, Compliance, Material Management to ensure demand is met to support production schedules.
  • Monitor all facets of Supplier Partner execution, ensuring clarity of expectation and timely resolutions of issues as they arise in the process.
  • Identify potential risk both short and long-term to your programs and work to mitigate/minimize impacts with a mindset of constant process improvement and the development of cost reduction opportunities
  • Act as a Compliance Champion for the organization and work to promote a culture of compliance throughout the organization and with your supplier partners.

AUTHORITIES / RESPONSIBILITIES:

  • Overseeing and coordinating day-to-day supplier partner, subcontract administration activities.
  • Primary point of contact with subcontractors on formal communications and submittals, and specifically for leading the negotiations with supplier partners
  • Analyzing and interpreting contract requirements, special provisions, and terms and conditions to ensure compliance with appropriate laws, regulations, and the Company’s practices, policies, procedure and guidelines
  • Maintaining contract files (e.g. contracts, correspondence, modifications);
  • Directs the pre and post award contracting for procurement process enforcing full contract compliance.
  • Develop program objectives and manage day-to-day priorities for the timely and efficient execution of workload.
  • Develop and use benchmarking tools to identify cost reduction opportunities and set goals. Establish processes, standards, and create and report performance metrics against those goals and objectives
  • Holds discussions with suppliers/contractors, customers and industry representatives concerning contract pricing and other contractual matters.
  • Assists in updating policies and operating procedures involving the integrity of the contract process and enforces compliance with guidelines contained therein.
  • Coordinates supplier evaluation, assessments, development and continuous improvement activities (cost, quality, process, lead time, service)
  • High energy, with an emphasis on rapid change, and management, courage to act persuasively and with conviction

QUALIFICATIONS / KNOWLEDGE / EXPERIENCE:

  • Bachelor’s degree in Business, Engineering Supply Chain, Material Management or related field preferred.
  • 8 years of progressively responsible experience in the shipbuilding industry: operations, supply chain, programs, engineering or a combination of operational roles that encompass the needs.
  • Mandatory FAR and DFAR background in negotiations and subcontracting compliance
  • This role does not have any direct reports, however, it will require strong leadership capabilities to coordinate, execute (internally and externally) and communicate to success.  As the initiative grows, it may require additional resources under this position
  • Outstanding organizational skills with the ability to multi-task.
  • Self-motivated with a strong sense of urgency, enthusiasm and commitment
  • Ability to implement and administer purchasing operating standards and procedures
  • Experience with MRP system: forecasting, production planning and inventory controls
  • Ability to identify process improvements and implement effectively
  • Must have excellent problem-solving skills and analytical skills
  • Strong results-oriented mentality with a continuous cost focus; drives cost/value initiatives
  • Driven, with a passion to drive change, challenge status quo.
  • Demonstrated ability to communicate clearly through written and oral communications.
